To develop a system to measure the effectiveness of programs in meeting learner needs and the return on the investment of funder’s dollars.

Objectives:

Goal 1: Track the success of the assessment, placement and outcomes of learners with a series of quality standards

Objective 1.1 Provide measurement tools to providers through the use of the LACES system

Objective 1.2 Demonstrate learner success through the use of standardized data collection and reporting

Goal 2: Develop a centralized system to evaluate the performance of literacy providers

Objective 2.1 Utilize LACES as a tool for self-assessment by providers and for evaluation at the Coalition level

Objective 2.2 Measure the transfer of training to the classroom and provide incentives to instructional staff

Goal 3: Evaluate the performance of the Coalition

Objective 3.1 Adopt a nationally-recognized coalition evaluation system

Objective 3.2 Establish an internal and external evaluation process and audit
 

Current Accomplishments and Endeavors:

bullet Provided programs with LACES (web-based data management software) and training that gives providers and the Coalition the ability to uniformly evaluate and report progress
bullet Began the process of becoming certified by LANO through its Standards for Excellence program

2008 Activities:

bullet Maintaining support to providers as they integrate the use of LACES into their programs
bullet Collecting baseline performance data
bullet Benchmarking programs internally, regionally, and nationally
bullet Continuing the work towards LANO certification
